ERS is seeking an Actuary to perform moderately complex (journey-level) to advanced (senior-level) actuarial work for all ERS benefit programs. Work involves performing actuarial analyses and providing advice on actuarial matters. Works under general to minimal supervision of the Director of Group Benefits, with moderate to considerable latitude for the use of initiative and independent judgment.

Essential Responsibilities include, but are not limited to:

- Performs Actuarial analysis

Actuary II

  • Reviews actuarial work performed by others.
  • Assists in developing rates for self-funded plans along with contribution strategies for health, dental and disability plans.
  • Assists in developing experience rated optional life rates along with contribution strategies.
  • Assists in the development of financial projections.
  • Assists in the development of claim liability reserves for GBP programs.
  • Assists in the development of financial models to evaluate the value of proposals for Group Benefit Plan services.


Actuary III-IV

  • Develops rates for self-funded plans along with contribution strategies for health, dental and disability plans.
  • Develops experience rated optional life rates along with contribution strategies.
  • Develops financial projections.
  • Develops claim liability reserves for GBP programs.
  • Develops financial models to evaluate the value of proposals for Group Benefit Plan services.
  • Reviews actuarial work performed by others.


- Performs Data Gathering and Analysis

  • Coordinates with the Data Science and Analytics Team for reporting and data analysis for all ERS benefit programs.
  • Analyzes data to identify emerging trends.
  • Researches benefit costs and suggest ways of controlling health care spending.


- Develops Recommendations and Strategies for GBP

  • Researches business applications, methods and practices that may be applicable to the GBP and develops recommendations for division use.
  • Reviews federal and state legislation for applicability to and impact on ERS benefit programs.
  • Develops and implements techniques for monitoring and evaluating programs.
  • Assists in the implementation of new technologies to enhance ERS policies and procedures with respect to benefit purchasing, implementation and administration.


- Performs Financial Analysis and Reporting

  • Prepares reports reflecting vendor credits, rebates and refunds expected and received.
  • Prepares reports monitoring the financial status of the GBP.
  • Analyzes statistical and financial reports.
  • Assists in preparation, development, review and/or revision of legislation.
  • Attends work regularly in accordance with agency leave and attendance policies.
  • Complies with all applicable agency policies and procedures, including safety and standards of conduct.


Other Duties and Responsibilities:

Actuary II

  • Demonstrates continued progress towards a designation of Associate of the Society of Actuaries.
  • May prepare professional papers and reports
  • Performs other duties as assigned.


Actuary III-IV

  • Maintains standing as a credentialed actuary.
  • May prepare professional papers and reports
  • Performs other duties as assigned.


Required Minimum Qualifications : Your application for employment must reflect how you meet each of the following minimum qualifications:

1. Graduation from an accredited four-year college or university.

2. Two (2) to four (4) years' experience (depending on classification) of professional experience in an actuarial or related field.

3. Two (2) to four (4) years' experience (depending on classification) in healthcare industry, insurance or employee benefits administration involving actuarial, statistical, or financial analysis.

4. Completion of two exams on the Associate of the Society of Actuaries pathway.

Preferred Qualifications: Your application for employment should reflect how you meet the following preferred qualifications:

5. Degree in data science, business analytics, computer science, computer information systems, management information systems, accounting, finance, mathematics, statistics, economics, or a related field.

6. Associate of the Society of Actuaries certification.

7. Experience making oral and written presentations as part of regular duties.

8. Experience in using statistical software, tools, and databases (i.e., SAS, R, Python, SQL or advanced Excel).
